ICS is an independent non-profit research and policy institute set up on Dec. 1995. The main goal is to influence the country development path on a democratic, free market, lawful and sustained quality. ISB operates through combination of the technical aspect with that of advocacy offering to decision maker’s alternative policies but in the same time promoting the action of the interested groups for the implementation of the envisaged policies. The high policy levels as well as grass root level are both targeted by ICS, which opinion, recommendation and consultation/training services are highly demanded in the country and by the international donor organizations.
ICS activity has focused four main areas i) democratic institution building and good governance ii) economic-social development policies, iii) civil society development and iv) Euro-Atlantic integration.
ICS engages in its activity: i) 7 persons full-time staff, ii) more that 120 associated senior and junior consultants and/or trainers, iii) partnership with a large number of NGOs at central and local/grass-root as well as with the Regional (sub-national) Development Agencies and other small specialized consulting companies which allows ISB to cover the entire country iv) with international technical partners, iv) financial support by different donors through project financing and consulting activities.

Belgrade Centre for European Integrations (BeCEI), a non-governmental and non-for-profit organization, is a newly established think tank which gathers leading Serbian and foreign experts in political, economic and security reforms that are necessary for Euro-Atlantic integration of Serbia and Montenegro.
Its main role is twofold: to help the government's reform agenda with independent research and consultancy, and to help the public understand and participate in the country's full integration especially into the European Union. BeCEI performs these roles through its policy-oriented studies and other publications, through education and training for people from governmental and non-governmental institutions, and through public awareness campaigns. Following previous engagement of its members in many regional projects, BeCEI puts special emphasis on this aspect of its work, and is also ideally placed to be a partner to similar think tanks coming from, or dealing with, South East Europe.
EUROPEAN FORUM is a monthly on European integration, published in Serbian as a supplement to the Belgrade-based weekly Vreme, each last week in month. It is a joint project of three NGOs:

-Centre for the Development of Serbia
EUROPEAN FORUM is a unique publication, not only in Serbia & Montenegro, but also in other countries of the region.
Its objectives are:
-To offer a profound yet popularly presented understanding of the Euro-Atlantic integration processes to the public;
-To offer space for a wide and critical debate on EU integration of Serbia & Montenegro, and particularly on reforms that are to be undertaken with this aim in mind;
-To push for a fast and successful Euro-Atlantic integration of our country, engaging the public and helping the government.
European forum can be downloded at www.evropskiforum.net. Supplementing Evropski Forum, the EBO is primarily directed at an audience outside Serbia. It addresses primarily policy makers in the Western Balkans and in the EU.
European Balkan Observer , published by the Belgrade Centre for European Integration (BeCEI) and the Vienna Institute for International Economic Studies (WIIW), focuses on the European Integration of the Western Balkans and seeks to provide timely critical commentary and analysis of the integration process.

MISSION
CEPOR - SME Policy Center is the first think-tank in Croatia, which deals with problems facing the SME sector. OVERALL OBJECTIVE
Overall objective is development of effective capacity for SME policy formulation, design and implementation, seen as joint venture of the Croatian Government and the OSI-Croatia, with specific focus on:
1. Research: independent policy relevant research on SME sector to provide objective assessment of the problems and provide policy recommendations,
2. Policy development: to build capacity of the government (legislative and executive) to design and implement effective and equitable SME policies,
3. Advocacy: to organize actions, influence public and shape policies relevant to SME sector. Advocacy also consists of providing opportunities for SME sector to voice their problems and to discuss them and to achieve some concrete solutions.

As of its founding in 1993 to - date, the Open Society Fund Bosnia and Herzegovina has been developing program objectives that are in tact with all changes that shape the B&H society, while remaining dedicated to its initiating idea for developing an open society in Bosnia and Herzegovina.
The priority program areas of the OSF B&H in the period between year 2004 and year 2006 are Education, Law, Civil Society, Roma, and Local Governance.

The NGO Development Foundation was established in 1997 in response to a study by Ian Smillie, a Canadian NGO expert, highlighting the weakness of the NGO sector in BiH. Recognizing the need for a local NGO development resource , NGODF was set up with the support of 5 international NGOs and more than 60 domestic NGOs with the primary goal of assisting the creation of a sustainable, active NGO sector in BiH. Main donors/partners are Care International; CIDA; King Baudouin Foundation; Charles Stewart Mott Foundation; Open Society Fund Bosnia and Herzegovina; Voluntary Services Overseas; Balkan Trust for Democracy; Freedom House.
The Foundation has developed and implemented a program designed around a range of complementary projects to achieve increased social cohesion in communities, enhanced capacity of local NGOs for local community mobilization and increased willingness of individuals to take part in community initiatives. This thematic program is now being developed to include a regional networking project designed to facilitate best practice amongst community development practitioners across the Western Balkans. The Foundation is also planning to build on its experience in community development to establish the first domestic Bosnian social policy research institute. Staff have recently received Duke University (USA, NC) and USAID-sponsored training in policy analysis and further development of the institute is planned for early 2004. NGODF currently comprises 8 staff including a VSO volunteer and is based in Sarajevo.

MISSION
Euro-Balkan Institute mission is to advocate, concert and disseminate the EU principles and values in Republic of Macedonia and to promote transatlantic cooperation and interdependence.
The areas in which Euro-Balkan is particularly striving to promote and introduce these values are the research-based policy development and the democratic and multicultural higher education incorporating the contemporary standards of excellence in teaching.
PRIORITIES FOR 2005-2007
For the next three years the Euro-Balkan will pay special attention to the following priority issues:
- The Process of European Stabilization and Association of Republic of Macedonia;
- Policies Inductive to Growth and Prosperity: Monitoring and Advocacy;
- Decentralization Process and Structural Reforms, in Particular Public Administration Reforms, Higher Education Reforms, Free Market-Led Reforms, Healthcare and Pension System Reforms;
- Promotion and Understanding of Gender Identity Difference and Improvement of Gender Equity;
- Regional Academic Cooperation, in Particular in the Areas of Balkanology Studies (integrating a variety of social sciences and humanities into a interdisciplinary compound), Gender/Women’s Studies and Modern Economics Trends.
